Industrial Technology Research Institute (ITRI) is a non-profit R&D organization engaging in applied research and technical services, aiming to innovate a better future. Founded in 1973, ITRI has been dedicated to helping industries stay competitive and sustainable. Over the years, ITRI has nurtured more than 260 companies, including well-known global semiconductor leaders such as TSMC and UMC. Meanwhile, it has cultivated over 140 CEOs in the local high-tech industry. ITRI has played a vital role in Taiwan's economic growth as it shifted from a labor-intensive industry into a value-added, technology-driven one. In 1979, III was incorporated as a non-governmental organization (NGO) through the joint efforts of public and private sectors, to support the development/applications of the information industry as well as the information society in Taiwan. Besides technology advancement, III's mission has evolved from Information Technology (IT) to Information and Communication Technology (ICT) development with a wide social coverage. Since its inception, III has been a source of vision, innovation and technological excellence. It is a major contributor to Taiwan's development into a significant player in the global ICT industry. Whilst dedicated to reinforce industrial development, III has also helped promote full utilization of ICT technologies hence advancing the establishment of a modern information society in Taiwan. As a result, Taiwan ranks 12th in the WEF/GCI (Global Competitiveness Index) and 11th in the WEF/NRI (Network Readiness Index) in 2009-2010.

It has been almost sixty years since Taiwan Electrical and Electronic Manufacturers' Association (TEEMA) was founded in 1948. From the production of basic electrical devices such as light bulbs and power distributions after World War II, electrical and electronic industries in Taiwan had developed the sector as the world renowned IT Island in the 21st century. Witnessing simultaneously the development history of the Taiwan E&E industries, TEEMA has walked through with her members, step by step, to a glorious page of the industrial history of Taiwan. Not only that the E&E industries have become the core industry in Taiwan, it is also a sector that is most competitive internationally.

Mobile broadband is changing the way the world communicates. The UMTS Forum helps all players in this dynamic value chain understand and profit from the opportunities of 3G/4G LTE networks and their evolution.

The UMTS Forum is an active member of all three ITU Sector Groups. It also regularly contributes to the works of EC and CEPT and fosters strong links with other governmental, administrative, industry and technical bodies.

As an ETSI Partner and a Market Representation Partner in the Third Generation Partnership Project (3GPP) the UMTS Forum contributes to the standardisation of mobile broadband. It also supports the licensing process through dialogue with regulators and responses to public consultations.

For more than fifteen years, the UMTS Forum has played a key role in identifying and securing adequate radio spectrum for mobile broadband networks. This is demonstrated by the Forum's close involvement in the World Radiocommunication Conferences (WRC) from WRC-2000 to WRC-2012, as well as current preparations for the next meeting (WRC-2015). Organised every 3-4 years by ITU, WRC is a crucial event for everyone with an interest in the global allocation, harmonisation and use of radio spectrum.

The UMTS Forum also supports the interests of its membership with studies and other outputs in the areas of market trends, mobile broadband services, key growth markets, technology and implementation. A strong promotional voice is maintained via a high-profile presence at industry conferences and briefings to the media.

Membership of the UMTS Forum draws together everyone with an interest in mobile broadband, including network operators, regulators and the manufacturers of network infrastructure and terminal equipment.
