Ukraine is the second-largest and one of the most competitive mobile markets in CEE, with its only UMTS license currently operated by Utel, the subsidiary of Ukrtelecom. The Ukrainian regulator is poised to issue more UMTS licenses soon, with the incumbent 2G operators well positioned to take advantage of this opportunity. The Ukrainian market is highly competitive, with five GSM operators, six CDMA operators, and only one UMTS operator. The Mobile Penetration rate is at over 118%, with the twelve mobile operators fiercely competing for market share. After Russia, it is also the second largest market in Central & Eastern Europe, serving more than 50 million mobile customers. We have invited the Ukrainian key operators to this summit, to share with the delegates their survival strategies in this competitive mobile market. Ukraine lies at the crossroads between the EU and Russia, with strong business ties in both directions. This is also exemplified by the ownerships of the five GSM operators, which are owned or controlled by Telenor, TeliaSonera, MTS, Vimpelcom, and GoldenTelecom. Ukraine is easily accessible from many places, and its liberal visa regime and its attraction as a destination makes it an ideal place to meet operators and regulators from Europe, Russia, the Caucasus, Central Asia and beyond.
